The country’s housing shortage remains acute for low-income households due to multiple challenges—rising housing prices, stagnant wages, limited supply and high demand, increasing construction costs and conversion of affordable units to market rate. Yet, affordable, rental communities are slowly emerging that reflect creative, durable housing to meet a variety of needs.
