In Everett, Leaders, Developers and Architects Address Housing Crisis Head-On

Schultz also credits a series of forward-looking regional initiatives including successive Housing Production Plans — community and data-driven efforts to plan for growth in a way that meets economic development goals while explicitly seeking to minimize displacement — as well as critical state and federal incentive programs such as low-income housing tax credits (LIHTCs), which have made many of these projects possible.
Underscoring the city’s ongoing transformation, a series of significant new mixed-use and multifamily housing initiatives throughout Everett, ranging from creative senior living hubs to brownfield redevelopments and affordable apartment complexes intended for families, highlight the breadth of TAT’s innovative design solutions and emphasize the diversity of housing types that are essential in addressing the overlapping supply shortage and affordability crises. - Therese, a mixed-income complex with 6 affordable townhomes and 77 age-restricted apartments helping Everett’s seniors age in place.
- 25 Garvey Street, a 125-unit midrise apartment community directly addressing the city’s shortage of housing affordable for low-income families.
- Artemas,the transformation of another derelict former industrial site into a 396-unit, transit-oriented, mixed-use apartment community.
- Anthem,a mixed-use development bringing 450 mixed-income apartments, community-focused retail, and public realm improvements to Everett’s commercial triangle district.
- SKY Everett, a 21-story mixed-use tower anticipated to be Everett’s tallest building with 384 apartments and a hospitality venue billed as “New England’s highest rooftop restaurant” in the media.

About St. Therese
This mixed-use community provides 77 affordable rental units for residents 62-plus as well as six private townhomes in a transit-oriented community that includes onsite support services for seniors and a new public pocket park. Located at the former site of St. Therese Parish, the project’s architecture and interior design by TAT for The Neighborhood Developers encompasses a midrise building with a glass storefront entry and unit interiors consisting of high-end finishes. Amenities include therapeutic recreation space, an outdoor patio and a ground floor community health center tenant. Energy generated by the rooftop’s solar system offsets the residence’s utility costs, and an onsite, third-party health center provides a valuable service for residents and members of the community at large.
About 25 Garvey Street
A long-anticipated redevelopment project, 25 Garvey Street adds affordable housing to Everett’s commercial triangle district with a proposed 125 residential units, community room and ample parking, providing desirable homes for the region’s low-income households. Designed by TAT for developer Impact Development Partners, the building is five stories with planned outdoor amenities feature a large courtyard with dedicated areas for children’s play, barbeques, seating, and container vegetable gardening.
About Artemas
Slated to open in 2025, this transit-oriented development will transform a derelict industrial parcel into a vibrant, 396-unit multifamily community with 1,500 square feet of first floor retail space. Designed by TAT for Quarterra with interior design services by ESG, the new community will offer a swimming pool, multiple courtyards with grills and fire pits, a fitness center, and a club room. Other amenities include an indoor/outdoor sky lounge with views of downtown Boston, plus indoor/outdoor lounges, a dog park, pet spa — and, as part of Everett’s commitment to transit accessibility, an on-site Bluebike bike share station.
About Anthem
This four-plus-acre mixed-income, transit-oriented residential complex revitalizes a former industrial site in the Redevelopment District and Qualified Opportunity Zone with 450 mixed-income housing units and ground-floor retail. Designed by TAT for Greystar, the development is set for completion this year. Anthem is conveniently located near mass transit, just 3 miles from Logan Airport and the Boston Financial Center, and approximately 1.5 miles from the newly opened Wynn Encore Casino. Showing the benefits of Everett’s public-private collaborations, Anthem will also bring substantial public realm improvements including the creation of new public outdoor space with multimodal connections, improved pedestrian walking paths and sidewalks, and public dog parks. Greystar has also committed to hiring local residents for future projects.
About SKY Everett
This new 21-story multifamily tower will reenergize an urban infill site in Everett’s commercial triangle district with 384 upscale units and expansive views of the Boston skyline. Designed by TAT for V10 Development, the building encompasses 14,000 square feet of amenities, highlighted by a rooftop bar, restaurant and lounge area engaging residents’ senses with open views of Boston’s downtown, year-round. A pool deck, fitness center, and yoga studio, along with ample parking and bicycle storage, are also planned.
